1/48 F-4E Phantom II by Italeri, Kit 2770

I've been working on this kit for quite some time. I've got all the wings painted and the decals on (lots of decals) and now am about to start painting the fuselage. I've got the cockpit done and put together inside the two fuselage halves and have done a little bit of painting on it. There is one problem I'm having with a particular decal (41) that the rather confusing instructions say goes on part 20 (the nose gear main door that closes from the starboard side). Has anyone built this kit and can advise me? scalemates.com has a good set of instructions for this kit and the problem area is on page 6 toward the front of the plane on the bottom. It isn't clear which side of the line the decal is to be positioned.

what is decal 41 ?
it also goes on either side of the nose aft of the radome .
some kind of text ?

It is a red four line Warning message on the underside of the wheel well door.
