Could have been but I doubt it, At least I know I've never seen anything like it.
The probability of The Russians or the Germans creating such an animal is almost nil,
the Rooskies had no real need to and the Germans were on the run and would not have had
much opportunity to capture any of the truck mounted launchers or any sizable amounts of
the rocket ammunition required to even contemplate such a project.

This is just another one of my flights of fantasy and thinking out of the box.
Wait till you see my collection of 'what if' halftracks to be posted soon.

Yup, after seeing your build, I went looking as well, seems the Nazis did build their own version, but, being on the back foot as you pointed out, were not able to build or use them with anywhere near the numbers or effectiveness of the Russians.
