I hope that this isn't a trick question. I've done this I don't know how many times. YES - you can as long as the paint has had ample time to dry.
 
The best clear coat to use when applying decals is a GLOSS clear coat. That ensures the decals have a nice smooth surface to grab onto without trapping air bubbles underneath. The air bubbles cause silvering of the decals which makes them look less 'real' and out of scale.

Then after the decals have dried you can apply your next clear coat to protect the decals and start your weathering if that's your thing. Hope this helps!
