Question. I will be painting this FW 190 in White 3 winter camouflage. The white is rlm 21 but to me that looks like a very light gray. And I'm holding up a bottle of xf2. Am I seeing things?

The colours in drawings, photographs etc. are always only approximations. Chances are they printed it in a light grey so it doesn't look like they forgot to print something there, which is what it likely would look like if they just left the white areas completely blank.

RLM 21 is supposed to be simply "white", which to me suggests any white will do — so Tamiya XF-2 should be fine.
