Yeah, saw this earlier today (albeit a different video). Apparently this is what the Russians are calling the Tank Olymbics, or Tank Biathlon. They had 4 or 6 countries join them.

Apparently they have invited the US, but they haven't RSVP'ed their invite yet, however apparently Italy and Germany plan on joining in next year!
