Good beginner airbrush?

I would suggest a Badger Patriot 105 and an industrial compressor from Harbor Freight. (Its a bit on the loud side but its a great price point to start.) It will also want to consider a moisture trap. The whole setup should run less than $200.

For a beginner airbrush, I would recommend something with a .5mm needle and nothing smaller. They are more forgiving in regards to how much you need to thin and what pressure you should spray at and the tips aren't as fragile. I wouldn't recommend an Iwata Neo. They are cheaply made Iwatas using different parts to sell cheap. Other than that Iwata airbrushes are great. An Iwata Revolution is a great airbrush and not too expensive. The Iwata Evolution is the next step up, but it has a smaller needle so you really have to know how to thin the paint and what pressure to spray at.
