Two questions: (1) what's the right way to do this and (2) is there a way to remove the paint that bled past the border tape?

You could check out this recent thread: https://www.scalemodeladdict.com/th...-paint-from-running-under-masking-tape.15590/ I had similar issue recently, but it was very small area on a figure, so I waited till it cured, carefully scraped the bleed back to the line, then painted over.
