I notice that every time I reply to a post, the post I'm replying to gets put into the reply. How do I prevent this, or truncate the quote to the specific item I'm addressing?

I just post a reply without first hitting the " reply " button ,
Copy and paste whatever is relevant from whatever post you might be addressing when necessary .

It used to be possible to hit reply and then modify the quote down to what you need , and then post your response / comment but that seems to have stopped working that way and it strands you within that quote body .

You can reply without quoting by typing what you have to say into the text field at the bottom of the thread without pressing a Reply button.

Select the part of the message that you want to reply to. A popup appears that says "Reply". Click that and your reply will only include a quote of the text you selected.

That can be done, if the forum admin wants to delve into the text strings behind the scenes.

That's what admins are for. It's an enhancement request for whomever is responsible for maintaining the site.
